Just look at her now though.
In the first movie, she was white as a sheet, with fake colours, hair and emotions.
She looks more natural in the second movie because Katniss and Peeta inspired her, and she felt close to them. Now that they’re being ripped away from her, she doesn’t love the Capitol enough to smile.
She’s burning with fear and anger and sorrow.

All the scenes with Effie talking about them going back into the game are heartbreaking. You see how much she has grown attached to them, to the point to where she loves them with all her heart.
This was so important. She was the shining example of the Capitol population’s ignorance, but now that she’s affected by the the slaughter of these kids she she’d The Hunger Games for the terror that they are.
